Health, Safety and Environmental Compliance

The PNPC prepared an Environmental Management and Monitoring Plan for Operations Phase (EMMP-OP) to help eliminate or reduce significant adverse risks to health, safety and the environment, as well as maximizing opportunities.

The EMMP-OP was prepared to be compliant with the framework of the ISO Management System to: (i) ensure compliance to legal and other requirements; (ii) identify and evaluate significant environmental, health & safety risks; (iii) ensure that management and monitoring measures are fulfilled; (iv) establish and ensure emergency preparedness; and (v) set out a framework for monitoring performance to ensure continuous improvement of the management systems.

The PNPC and its O&M Contractor endeavors to avoid and mitigate any operations-related hazards through a series of detailed management and monitoring plans comprising of:

  1. Occupation Health and Safety Management Plan
  2. Solid Waste Management Plan
  3. Hazardous Materials Management Plan
  4. Wastewater Management Plan
  5. Reservoir Management Plan
  6. Dam Management Plan
  7. Powerhouse Management Plan

The cornerstone to a successful HSE Management System is a component personnel that can perform their duties and tasks safely without creating potential risks to Health, Safety and Environment.  To this end, the O&M Contractor is executing a continuous training program to ensure that everyone knows the risks and appropriate control measures.

In terms of emergency preparedness, the PNPC and its O&M Contractor prepared an Emergency Action Plan for Dams and conducted training and emergency drills (or practice sessions) to ensure the readiness of relevant parties.

Compliance to HSE obligations of the EMMP-OP is regularly assessed through HSE inspections and monitoring (i.e. noise monitoring, vehicle speed monitoring, etc.). Non-conformances are addressed through an incident reporting procedure where corrective actions are implemented to continually improve the management system.
